PDF/A is an ISO standard (19005) for long-term archiving: every font is embedded, colors are device-independent, and features that break over time (JavaScript, external links, encryption) are forbidden. Courts, government tenders, registries and universities often reject regular PDFs and require PDF/A.
2b is the pragmatic sweet spot: unlike the older 1b it supports transparency and JPEG2000 (which modern PDFs contain anyway), and 'b' conformance (visual reproducibility) is what institutions actually check. It passes the common validators used by e-filing systems.
